City may not inform permit applicants of important information

The applicant for a permit to add a 2nd story to their residence in the City of Goleta indicated the City did not inform them of important and controversial information before their DRB meeting on Oct 19, 2004.

The applicant indicated they called the Planning Desk for clarification of the meeting time. They asked if there was anything they should know about. Apparently the response the received was a generic comment that some information was sent to the architect, and nothing else.

The applicant then called the architect and was informed the architect had received a letter from an attorney regarding the project. Update Dec 2005. Another copy in essense the same as the first letter, was sent to the City to be used as opposition at the applicants second DRB meeting.

Why was this letter sent only to the architect and not applicant?

Why was the applicant not informed when they called the day of their meeting and requested if there was additional information regarding their DRB meeting?

Do City Council members pull strings behind the scenes to suit their personal interests?
Mayor Brocks inflammatory letter to her neighbors was apparently based on this project.

City of Goleta permit applicants should also know the city may not review very important information regarding their plans. In the above-mentioned DRB meeting comments from the DRB members indicated they had not reviewed critical information provided by the applicant. At issue was neighbor approval. The applicant indicated that both direct neighbors extensively reviewed their plans, and both approved. This information was provided to the City long before the meeting. To add insult when the applicant pointed out this information the DRB asked that such information be provided in advance of the DRB meeting.

It's interesting the City appeared to scold the applicant regarding not providing information in advance of a meeting (according to the applicant the information was provided well in advance of the meeting), yet the City apparently does not want to reciprocate.
