What about ethics?
How many people know that Hawxhurst's opposition against his neighbor as a citizen resulted in an appeal to himself as a council member? Are these the ethics fitting of a public servant? I'm reminded of the old saying "judge, jury and executioner".

Note this does not account for city attorney fees, or sheriff fees associated with this complaint. Total cost to Goleta taxpayers is estimated to easily exceed $10,000. The $200 filing fee would have been the responsibility of Hawxhurst.
What's more, is at least one witness states that Hawxhurst's name was not even mentioned when the above appeal was processed. Why would this be? Does Hawxhurst force unethical behavior on the other members of the city staff? How much violation of public trust will Goleta citizens allow before changes are made?
