Jonny Wallis helps negotiate apparently the worst neutrality agreement to date in CA
In case your wondering what a neutrality agreement is, this is an agreement between county government and city government that is required (since 1996) when a city is formed. It provides compensation to the county for 'lost' funds due to the new city government.

Jonny Wallis, Cynthia Brock and city attorney Julie Biggs all participated heavily in neutrality agreement negotiations.

Normally a neutrality agreement provides for money to the county for a fixed period. Current data indicates that never before has a neutrality agreement been setup to flow money to the county FOREVER!

Note that all the money that goes to the county general fund gets used for whatever the county wishes. Did you (like many) vote for Goleta cityhood because based the commonly known $4 million annual surplus that Goleta provided to the county? Then you have been duped!

With regard to the money flowing to the county, the financial condition of the city area of Goleta is now seems to be far worse now than before city hood. Now it appears about 4-6 million dollars of city taxpayer money goes to the county, and on top of that Goleta city residents have tax burden of all the new city employees (including council members who apparently can't negotiate their way out of a paper bag with one end open)

Why on earth would such a thing happen? Does the term 'drunk with power' mean anything to you? I challenge you to attend just 3 consecutive council meetings, and see if you don't agree that council members Wallis, Brock, Hawxhurst appear so 'drunk with power' they can't clearly see the real needs of Goleta. It seems these 3 would sacrifice virtually anything to get and maintain the power they have.

What can be done? They were voted in, they can be voted out. If you want positive change for Goleta support all efforts to remove Wallis, Brock, and Hawxhurst from office.
